The Empowerment Law is enacted pursuant to Article 1(p) of the Constitution for the
Blackfeet Tribe. This section grants the Blackfeet Tribal Business Council the power to "promulagate rules and regulations governing fishing, hunting and trapping on
the Blackfeet Indian Reservation."
